Why does the world turn a blind eye to child sex slavery??

I just read this article on child sex slavery in Cambodia, where thousands of children as young as 5 are forced to 'service' men every night. Some children are in so much pain they do not speak. The main offenders, it stated, were in fact Cambodians themselves.
This happens in many countries, yet this is one issue no government is willing to act upon with any real conviction. Why not? How much longer can the world turn a blind eye to these practices?

Some governments just don't care because they are so corrupt. The world is talking notice, but it is taking a long time, because there are still issues of genocide that the world courts are dealing with.
